Winter cities are weather places: the weather has a particularly profound effect on our experience of winter cities, and in turn winter cities have a profound effect on our experience of weather. Experiences of and negative attitudes towards winter can be improved with planning and policy that is attentive to the specifics of winter and place. Winter festivals, in particular, seek to tell authentic winter stories and are sites of winter celebration.
